Irish-born Healy entered Parliament as an MP in 1880, where he was associated with Charles Stewart Parnell, the leading Irish nationalist. He became an authority on the Irish land question and was responsible for the 'Healy Clause' of the Land Act of 1881, which protected tenant farmers from rent increases imposed by landlords.
