Cowper was called to the Bar in 1775 and acted as reporter of cases decided by the King's Bench. He earned a high reputation and helped to establish the principles of modern law reporting. He published Reports of cases in the Court of King's Bench from Hilary term 14 George III to Trinity term 18 George III in 1783.
