Born in South Wales, Thomas started work at fifteen as a railway engine cleaner. An active trade unionist, he was elected as Labour MP for Derby in 1910 and came to prominence during the national railway strike of 1911. He served as TUC chairman, 1919-20, and held cabinet posts in the Labour governments of the 1920s. He was expelled from the Labour Party in 1931 after he joined the National Coalition Government.
