Richard Howgill was a highly decorated soldier who served both in France and Mesopotamia during the Great War, staying out in Mesopotamia post-war to help re-build the country's badly infrastructure. On his return to England he worked at the Performing Rights Society. In 1923 he joined the BBC as an assistant in the Copyright Department and in 1932 was promoted into the Music Department.
