George Hayter was the son of the successful miniature painter Charles Hayter. He began his own career as a miniaturist, producing what William Hazlitt was later to describe as 'resplendent miniatures, perfect mirrors of the highest heaven of beauty'. In 1815 Hayter was appointed Painter in Miniature and Portrait Painter to Princess Charlotte and he later produced the two large group portraits The House of Lords, 1820, The Trial of Queen Caroline and The House of Commons, 1833.
