London-educated Japanese statesman and Prime Minister of Japan. In 1885, based on European models, Ito established a cabinet system of government, replacing the Daijo-kan as the decision-making state organization. In December 1885, he became the first Prime Minister of Japan, holding the position four times and becoming one of the longest serving Prime Ministers in Japanese History.
