The son of a Bristol artist, Willis gained a reputation in London in the 1840s for his paintings of cattle and landscapes. His special preference for painting cows and sheep distinguished Willis from other painters of the time. He exhibited from 1821 to 1862, mainly at the Royal Academy and at the British Institution in Pall Mall. Willis was elected as a member of the Society of Painters in Water Colours in 1863.
