This caricature is related to two Westminster Gazette cartoons of 1900 which show Devonshire slumbering on the front bench of the House. Lord President of the Council in Lord Salisbury's Conservative administration of 1895 to 1902, with a brief for education policy, Devonshire showed marked reluctance to accommodate pressures for educational reform.
