Pakistani Financier; Governor-General of Pakistan. He was born into a wealthy middle-class family who lived near Mochi Gate, Lahore, India. Ghulam graduated in Finance from the Aligarh Muslim University. He took an Indian civil service post as a chartered accountant for the Indian Railways account service before being promoted to join Liaquat Ali Khan's administration at the Ministry of Finance in 1946, serving as Pakistan's first Finance Minister after India's partition in 1947.
