Born in Marylebone, Baylis began her career in South Africa touring musical acts under the company name of the Gipsy Revellers. She returned to London in 1898 to help her aunt Emma Cons run the Old Vic Theatre and took over as manager in 1912. The theatre became renowned for presenting Shakespeare's plays and offered an adventurous repertoire, and operas sung in English, at very low admission prices.
