Poet and civil servant, born Umberto Wolff in Milan, Wolfe obtained British nationality in 1891, studied at Wadham College, Oxford, and entered the civil service in 1908 as a senior clerk with the Board of Trade. He made a significant contribution to the war effort as controller of labour regulation in the Ministry of Munitions during World War One, and was appointed deputy Secretary to the Ministry of Labour in 1938.
