Don Manuel Freyre y Santander was the son of Colonel Manuel Fryere and his third wife Digna Mercedes Clementina who was the daughter of Columbian national hero Francisco de Paula Santander. He was born and educated in Washington DC and continued his studies in England. He studied Civil Engineering at Pisa and Lausanne but decided on following his father, who had been minister to Peru and Columbia, by pursuing a diplomatic career.
